A signature is a single large sheet of paper printed on both sides and folded down into a small booklet of pages, which is then gathered with its neighbours and bound. Fold a sheet once and you get four pages; fold it four times and you get thirty-two. That folding geometry is the whole reason page counts must be even, and on an offset press why they usually have to be far more than merely even.
Print-on-demand works differently. A digital press prints individual leaves and glues the stack, so it only insists on the physical truth that every sheet has two sides, hence a multiple of two. Offset presses, by contrast, are imposing sixteen or thirty-two pages onto one plate, and a short block means paying for paper the press then throws away.
Those mysterious blank leaves at the end of a paperback are what happens when the manuscript stops before the signature does. Publishers fill them with a colophon, an author note, a list of other titles or a page inviting a review, which is why it is worth deciding what goes there rather than letting the printer decide for you.

Rather than shipping empty leaves, use them. An about-the-author page, a further-reading list, a preview of the next book or a review request all turn dead paper into something that works for you.

Because paper has two sides. Every physical leaf in a bound book carries a page number on the front and another on the back, so an odd total would leave a leaf printed on one side only, which no binding method supports.
KDP requires an even page count and enforces a minimum of twenty-four pages, with a maximum that varies by paper and ink option. Beyond that it does not impose signature multiples, because the interiors are printed digitally rather than on an offset press.
Anything useful. Common choices are an author biography, an invitation to leave a review, a mailing-list sign-up, a list of other books, acknowledgements, a colophon describing the typeface, or a short preview of the next title.
Sometimes. Rounding down to the previous multiple is legitimate if you can tighten the layout, close up chapter openings or reduce front matter. Cutting actual content to hit an arbitrary number is rarely a good trade.
They carry a page number in the sequence but the folio and running head are suppressed, so nothing is printed on them. The numbering must continue underneath, otherwise the rest of the book falls out of step.
On a long offset run it can be substantial, because going a single page over forces an additional part-signature, extra make-ready and extra binding work across every copy. On short digital runs the difference is usually negligible.
Ideally not. Finish on something intentional, even if that is just a colophon or a single line about the typeface. A book that ends on empty paper reads as unfinished rather than as a deliberate design choice.
